The United Kingdom and the United States have forged a important bilateral deal that will keep zero import taxes on British drug shipments going into the US market.

The Terms of the Pact

Under the terms of the agreement, the UK has agreed to increase funding on drugs through the NHS. This move ensures that import taxes on these vital goods will be held at nothing for a duration of three years.

This deal comes after previous warnings to hike tariffs on patented drug products, with increases floated reaching double the cost.

"This deal between the United Kingdom bolsters the worldwide climate for cutting-edge drugs and brings long-overdue equity to transatlantic medicine commerce," a release declared.

Economic Significance

Medicines constitute one of the Britain's biggest export categories to the US, which is by far the primary destination for major companies like GSK and AstraZeneca.

Export figures show that in the one-year period leading up to last September, the UK shipped pharmaceutical products valued at billions to the US. This value accounted for 17.4% of total UK exports in that timeframe.

"This agreement protects employment, increases funding and facilitates the UK to become a global hub for biotech and pharma," the Business and Trade Secretary remarked.

Key British Pledges

The deal entails several key changes from the UK:

  • Revised Affordability Limit: The UK will lift the cost ceiling at which it judges new medicines to be too expensive by twenty-five percent.
  • Increased NHS Spending: There is a target to double total public funding on treatments from 0.3 percent of the national economy to 0.6% over the next decade.
  • Rebate Cap: The percentage drug companies must refund to the NHS to stay within budget will be restricted at fifteen percent. Previously, refunds were more than twenty percent.

Recent Tensions

This agreement takes place against a long-running tension between the drug companies and the UK government over spending levels and regulatory access.

These tensions were intensified by claims that US customers were paying significantly more for the same drugs than consumers in the other developed nations.

Recently, several significant pharmaceutical investments in the UK have been delayed or cancelled, while multi-billion-dollar expansions have been pledged toward projects in the United States.

A senior figure stated that the NHS needed to invest a greater share on treatments, noting that its budget allocation on drugs had shrunk as a proportion of its total funding over the previous ten-year period.
